Congresswoman Lawrence Announces $2 million in HHS grant funds for Detroit, Wayne County

The combined grant will support AWBS and CNS in providing substance abuse and mental health treatment.

WASHINGTON, D.C. – Rep. Lawrence (MI-14) announced this week that two programs dedicated to the treatment of mental health and substance abuse issues within the 14th District have been awarded a combined $2 million from the United States Department of Health and Human Services (HHS).

Adult Well-Being Services (AWBS) and Community Network Services, Inc. (CNS) will each receive grant funds from the Substance Abuse and Mental Health Services Administration (SAMHSA) to support mental health and substance abuse awareness and programs in Detroit and Wayne County.

“The development and outreach of mental health and substance abuse programs is crucial to the well-being and success of many of the residents in the 14th District and the success of our community. So many problems -- from joblessness to homelessness and family trauma to incarceration -- are rooted in issues related to mental health and substance abuse. This combined $2 million grant will help further the development of two successful programs in my District and it will ultimately benefit the entire community by addressing the needs of individuals and families who struggle with the devastating impact of substance abuse and who need help identifying, treating, and managing mental illness,” Rep. Lawrence said.

AWBS will receive $400,000 to support the Detroit Wayne County Prime Care Project. CNS will receive $1.6 million to help fund their PBHCI project.

Dawn Rucker, President and CEO of Adult Well-Being Services, said, “Adult Well-Being Services is excited to be the recipient of the grant award from SAMHSA to provide integrated physical health with mental health and substance use disorder treatment services to the residents of Detroit and Wayne County. This new award compliments our current SAMHSA grant project to Collaborate and Prevent HIV (CAP-HIV), where we have integrated mental health and substance use disorder treatment for those diagnosed with HIV. This new opportunity will allow AWBS to greatly improve the continuity of care for our most vulnerable populations in Wayne County while serving them under one roof. The use of Trauma Informed Care and other evidence based practice modalities will be utilized to support better outcomes for persons served.”

Michael K. Garrett, President of Community Network Services, Inc., said, “Community Network Services is honored to have been selected as a recipient of the PBHCI Project grant from SAMSHA. This grant will allow CNS to significantly advance the physical and mental health care integration for thousands of patients and families over the lifetime of the grant. This integration will lead to better health outcomes for all persons involved and enhance their overall quality of life."
